Twice in the last two years (In April 2014, and again in April 2016) the USS Donald Cook has sailed into Russian territorial waters (not near them as the US State Department claims, but into them), with the Pentagon's full knowledge of what the potential consequences of such actions are. Sailing a heavily armed military vessel into another nations territorial waters is an act of aggression and could very well result in said vessel being sunken as a matter of defence. Sailing into a countries territorial waters once could be chalked up to a mistake by the vessel's crew, but twice by the same vessel is very suspicious. On both occasions, Russian jets were scrambled to intercept the heavily-armed military vessel. On both occasions, the Russian jets flew over a seemingly dead in the water USS Donald Cook. It has been suggested by a number of sources that the reason for the USS Donald Cook's lack of reaction is proof of advanced Russian electronic warfare capable of crippling the most advanced vessels ( here ). However, it is possible (and more likely) that the USS Donald Cook is simply under strict instructions not to fire first. That the point of sailing into Russian waters was exactly to provoke a response that resulted in the USS Donald Cook being sunk, taking with it a crew of around 340 red-blooded Americans, and causing outrage in the States. Off the coast of Russia's newly reacquired Crimea, the USS Donald Cook failed to create a RMS Lusitania moment; failing to give the war hawks in Washington a marketable reason to shift to a hot war with Russia. Exactly two years later, again entering Russian territorial waters--only this time off the coast of Russia's most remote and heavily defended western outpost, Kaliningrad--it's the USS Donald Cook again. The same boat sailed all the way around Europe to poke the bear in a different hole. And again the Russians haven't taken the bait. Again the internet is a buzz about the Russian's advanced electronic warfare abilities, and again John Kerry is stamping his feet decrying Russia's audacity to approach a US vessel while the US executes its God given right to sail wherever it wants. Again we see the Russian jets flying over these heavily-armed US battleship, untouched. What Russia is actually doing here is underscoring for the world what we probably should be able to piece together for ourselves: the USS Donald Cook is a sacrificial lamb. It's a little mobile Pearl Harbour, floating around Russia's most vulnerable coastal regions looking for an act of unprovoked aggression to happen upon it. It's a desperate little false flag being waved in Russia's coastal winds. If I were a sailor on the USS Donald Cook, I'd seriously consider applying for a transfer, and also be thanking my lucky stars that the Russian leadership isn't as cold and calculated as my own.
