They say they are frustrated by the legal system they used, trying to make him stop. Several neighbors told NBC4 the harassment started soon after 48-year-old Garry Wolfe and his family moved to Eppleworth Drive in Dublin on February 2013. "He terrorized another neighbor four houses down the street from us, he moved out of the neighborhood. He terrorized the neighbor next door to him - he terrorized her. He terrorized another by threatening the guys working on her driveway, he terrorized everyone," says neighbor Eppleworth Drive neighbor Cindy Blake. Blake and her roommate say they called Columbus police at least 10 times over the last two years about Wolfe. They installed security cameras and lights on their home and say they spent $10,000 getting a temporary restraining order against him. But Blake says none of this stopped Wolfe's harassment. "We did not have the response at all that we should have got, they kept telling us we were calling them too much. Why?" Blake asked. Columbus police say they are looking into the neighbors claims. Neighbors shared a picture of a sign they say Wolfe put in his yard attacking a neighbor. "The sign says beware of this neighbor he is a thief. And it points across the street with his address," Blake told NBC4 as she read the sign. That neighbor soon moved out of the neighborhood. On April 3 Wolfe was charged with nine counts of rape, nine more of sexual battery and six of gross sexual imposition all allegedly with a teenage acquaintance. Columbus police came to arrest him at his home on Eppleworth Drive, but he had already fled to Pennsylvania. A Pennsylvania newspaper, the Observer-Reporter wrote, "Police in Ohio tracked his cell phone and learned he was near the Interstate 70 Welcome Center in Donegal, PA. Police went to the center and found him in his truck. He was hospitalized and then arraigned Tuesday before a district judge as a fugitive from justice. He was placed in Washington County jail without bond pending extradition to Ohio." Franklin County Sheriff's Warrants and Extradition Unit delivered Wolfe to Franklin County Jail. "Can you let out a breath and feel a sense of relief? Not until he is behind bars... not until he is permanently behind bars," says another neighbor named Lori. She asked NBC4 not to use her last name because of a Temporary Restraining Order she has against Wolfe. "He had been harassing me and my dog. I have been working with the police since April of 2014," Lori says. "He twice admitted he put items in the yard for her to digest and harm her." After his arrest neighbors say there is a sense of relief. "We are a little satisfied he is off the street but we hope the justice system does not fail us and they put him away for good," Blake says. Some of Wolfe's neighbors say they bonded, others just fled. "It was irritating to say the least, but it brought all of us together because we bonded together and helped each other out, because we were all concerned about each other's safety. It was frustrating working with the process, it was a long process," Lori says. Lori says Columbus police told her they were watching Wolfe and building a case against him. Wolfe will be arraigned on Friday and faces a long sentence if convicted on the rape charges.
