Presiding Justice (ret) Aharon Barak and Director of the Courts (ret) Boaz Okon have been requested to comment on publications, pertaining to their central role in corruption of the courts over the previous decade. view in blog with pics: http://ift.tt/1p1R0e9 The publication pertain primarily to changes in IT systems of the Supreme Court around March 2002, following the sudden death of Chief Clerk Shmaryahu Cohen, under the tenure of Presiding Justice Aharon Barak and Magistrate of the Supreme Court Boaz Okon, and to their actions, relative to the initiation of development of Net-HaMishpat - IT system of the district and magistrate courts. The publications claim that their actions have undermined the integrity of the Israeli courts in a fundamental manner. The outcome of such actions is seen today in a wide range of court cases, including corporate matters, bankruptcies and "haircuts", e.g., the Judge Varda AlSheikh "Reconstructed Protocol" affair in the Tel-Aviv District Court, and criminal matters, e.g., the framing and false conviction of Roman Zadorov in the murder of Tair Rada in the Nazareth District Court and the Supreme Court. OccupyTLV, March 7 - a letter, addressed to Supreme Court Presiding Justice (ret) Aharon Barak and Director of the Courts (ret) Boaz Okon, asks their comments and corrections relative to publications, which present them, together with former Justice Minister - the late Tommy Lapid, as key figures in corruption of the justice system in Israel over the previous decade. The request was forwarded to Aharon Barak and to Boaz Okon, since the matters, which are reviewed in the publications, is intended for inclusion in a textbook on e-Government, and also in academic publications and in the upcoming Universal Periodic Review of Human Rights in Israel (3rd cycle) by the UN Human Rights Council (2017). The letter particularly asks for their comments on the changes in IT systems of the Supreme Court around March 2002, immediately following the sudden death of Chief Clerk Shmaryahu Cohen, which entirely undermine the integrity of the records in the Supreme Court. Their comments were also asked relative to the multitude of falsified/forged records of the Supreme Court, associated with Boaz Okon. Later Presiding Justices of the Supreme Court Asher Grunis and Miriam Naor, as well as the Administration of Courts (Freedom of Information) refused to answer questions on these subjects. Below is the full text of the letter. Dear Judge (ret) Okon and Presiding Justice (ret) Barak: RE: Request for comments, corrections regarding publications pertaining to the Israeli courts Over the past decade, I have been internationally recognized for my studies of corruption of the courts in the US and Israel, with special emphasis on the role of IT systems in this matter. In recent publications I have described both of you (and former Justice Minister the late Tommy Lapid) and key figures in corruption of the Israeli courts over the previous decade in conjunction with changes in IT systems of the Supreme Court in 2002, and initiation of development of Net-HaMishpat (IT system of the district and magistrate courts). Such publications were part of my communications with notable public figures in Israel, were published online and were widely distributed. Similar matters are intended for incorporation in a textbook chapter, in academic papers, and in the upcoming Universal Periodic Review of Israel by the UN Human Rights Council (3rd cycle). In particular, I would like to draw your attention to the attached March 6, 2016 publication and two figures, incorporated in it, which the Supreme Court and the Administration of Courts fail to provide any explanation for: 1) Changes in IT system of the Supreme Court, following the death of Chief Clerk Shamryahu Cohen in March 2002 The figure above shows the material changes that were implemented in the template of all decision and judgment records of the Supreme Court around March 2002, following the sudden death of Chief Clerk Shamryahu Cohen, under the tenure of Presiding Justice Aharon Barak and Magistrate of the Supreme Court Boaz Okon. Both Presiding Justice Asher Grunis and the Administration of Courts (Freedom of Information) refused to answer: What was the legal foundation for such changes? And under whose authority were they implemented? 2) Numerous false records, related to Supreme Court Magistrate Boaz Okon, following the death of Chief Clerk Shamryahu Cohen in March 2002 One of the key findings in IT system of the Supreme Court from the relevant period, is the multitude of falsified/forged court records, tied to Supreme Court Magistrate Boaz Okon. For example: In Judith Franco-Sidi et al v Authority pursuant to the Handicapped by Nazi Persecution Act (9073/01), false records were discovered in IT system of the Supreme Court. Chief Clerk Shmaryahu Cohen purportedly certified records 5 years after his death, and Magistrate Boaz Okon purportedly signed decisions 5 years after leaving the Supreme Court. The Supreme Court unlawfully denied access to inspect the respective paper court file (original records). Verbally, claims were made that the file was shredded. However, both Supreme Court Presiding Justice Miriam Naor and the Administration of Courts refused to answer on requests for the referenced to the shredding notice in the State Registry, prescribed by law, and for a copy of the shredding protocol, also prescribed by law. Therefore, I would be grateful for your expedient comments and corrections, particularly regarding the March 5 and March 6, 2016 publications.
