Edinburg, TX - A Mercedes man accused of an attempted kidnapping before leading police on a high-speed chase was formally charged Saturday. Luis Alberto Cepeda, 34, kept his head down during his arraignment on attempted aggravated kidnapping, aggravated assault on a public servant, evading arrest and aggravated assault with a deadly weapon charges. Hidalgo County sheriff's deputies attempted to stop Cepeda just before noon Thursday near La Blanca after a call of an attempted kidnapping of a woman at the Pronto Insurance, 2602 W. Expressway 83, department spokesman J.P. Rodriguez said. Rodriguez said after Cepeda failed to abduct the woman, he fled the scene and led multiple agencies, including state troopers and Edinburg, San Juan and Alamo police on a chase from Hargill to Weslaco. Cepeda is accused of driving a pickup truck erratically and pointing what appeared to be a handgun at officers. At one point, he almost struck officers attempting to lay down spikes to disable the vehicle, Rodriguez said. The weapon was later confirmed to be a BB gun. The chase ended when Cepeda crashed his pickup into another vehicle at the intersection of Sixth Street and Border Avenue in Weslaco, Rodriguez said. The person in the other vehicle was transported to a local hospital with non-life threatening injuries. Her status was unknown Saturday afternoon. Cepeda and the woman he's accused of trying to kidnap were acquaintances, Rodriguez said, without answering questions about their relationship or a possible motive in the attempted kidnapping. Deputies released video surveillance from the interior of Pronto Insurance they said shows Cepeda waving and pointing a handgun around before grabbing the victim by the hair and attempting to force her out of the office. "He walks in what was believed to be a firearm - he's very violent and aggressive in the manner he's forcefully removing her from the business," Rodriguez said. At Saturday's arraignment, Hidalgo County Justice of the Peace Jaime "Jerry" Mu~noz set Cepeda's bond at $1 million. He remained at the county jail. If convicted of the most serious charge of aggravated kidnapping, a second degree felony, Cepeda faces between two and 20 years in jail and a $10,000 fine.
