SINGAPORE, Straits Times, 1 Nov 2015) - The Society for the Prevention of Cruelty to Animals (SPCA) is taking legal action against a man who was caught on camera using a leash to lift his dog up by its neck. The shocking clip, which was uploaded by citizen journalism website Stomp on Saturday (31 Oct 2015), shows the owner swinging and spinning the white Japanese Spitz in mid-air. Speaking in Mandarin, the man can be heard attempting to get the dog to follow him, but it had refused. In a Facebook post on Saturday evening, SPCA said it had removed the dog from the man's home - with the help of the police - to ensure its safety. A veterinarian who checked on the dog after, did not discover any noticeable physical injuries. SPCA added that it had referred the case to the Agri-Food and Veterinary Authority of Singapore (AVA) and both organisations were currently working together to put together a case against its owner. Under the revised Animal and Birds Act, anyone found guilty of cruelty to animals, including abandonment of any animal, can be jailed for at least 18 months and/or fined up to $15,000.
